All tickets issued from 01 August 2012 will be subject to restrictions in the subsidies for the regular maritime transport tariffs previously announced by the shipping companies to the General Management of Merchant Shipping, in conformity with that established in the Law 2/2012 of 29 June 2012, seventy second Provision. Maritime and aerial transport subsidies for residents in the Canary Islands, Balearic Islands, Ceuta and Melilla:
"For an indefinite period until the Spanish Government either modifies or replaces the current subsidies scheme for regular maritime passenger transport, the cost of tickets, which must be previously communicated to the General Management of Merchant Shipping, will be subsidised, except for the difference relating to the price of first class seating or cabins occupied by only one person."
From 01 SEPTEMBER 2012, non-mainland residents who wish to apply for the subsidy must prove their residency by means of the following documents:
- Spanish citizens: the registration certificate issued by the municipal council according to the model in Annex 1 of Royal Decree 1316/2001, accompanied by the national identification document (DNI) as proof of identity. Spanish citizens under 14 years old who do not have a DNI will only need to present the municipal registration certificate.
- Foreign citizens: (national residents of the 27 EU member states and Norway, Liechtenstein, Iceland and Switzerland): the registration certificate issued by the municipal council according to the model in Annex 1 of Royal Decree 1316/2001, accompanied by the national identification document (DNI) as proof of identity.
These documents will only be effective for proof of residency if they are currently valid.
From 01 September, make sure you have your municipal registration certificate and the aforementioned identification documents in order to receive your subsidised ticket and obtain the corresponding boarding card. If you are unable to prove your residency or identity you will not be able to make the subsidised journey.
In order to make the new accreditation requirement as easy as possible, the Public Works Ministry, in collaboration with the Finance and Public Administration Ministry, is working with the shipping companies and reservation systems to develop a telematic system to confirm that the citizen complies with the subsidy requirements when the ticket is issued, therefore avoiding the need to bring the municipal certification. This will be implemented during the coming months.

As of today, 1 April, the Ministry of Public Works has extended the application of subsidies on air and sea travel tickets for residents of the Canary Islands, the Balearic Islands and the autonomous cities of Ceuta and Melilla.
Until now, discounts on air travel for non-mainland residents were only available to Spanish citizens, citizens of other European Union member States, of Sates signed up to the European Economic Area Agreement or of Switzerland.
With this extension for tickets sold as of 1 April 2013, as established in the Thirteenth Supplementary Provision of the Spanish National Budget Act for 2013, this state-assistance programme now applies to citizens of non-EU countries who are related to residents already entitled to the subsidy; and to citizens of non-EU countries who are long-term residents.
In both cases, residency in the Canary Islands, Balearic Islands, Ceuta or Melilla must be verified through presentation of a local residency certificate issued by the municipal council and a corresponding, valid residency permit, until these new cases for discounts are included in the automated residency accreditation system (SARA). From 1 October last year, SARA was made available to all air and sea travel companies and to all booking operators in order to assist citizens with the residency accreditation procedure.
The process to buy tickets on the ‘NAVIERA ARMAS’ web site follows very simple rules that we summarise below:
This regulation establishes rules for the rights of passengers when travelling by sea and inland waterway transport. It covers non-discrimination between passengers regarding transport conditions offered by carriers, non-discrimination and assistance for disabled persons and persons with reduced mobility, rights of passengers in case of cancellation or delay, minimum information to be provided to passengers, the handling of complaints and general rules on enforcement.
Regulation (EU) No 1177/2010 of the European Parliament and of the Council of 24 November 2010 concerning the rights of passengers when travelling by sea and inland waterway.
This regulation applies to passengers travelling on passenger services * either departing from or arriving in a port within the European Union (EU), and on cruises where the port of embarkation is in the EU. It does not apply to passengers travelling:
Rights of disabled persons and persons with reduced mobility
Carriers, travel agents and tour operators must not refuse to accept reservations, issue tickets or embark persons on the grounds of disability or of reduced mobility, and nor must tickets be offered at an additional cost. Reservations and tickets may, however, be refused to disabled persons or persons with reduced mobility in order to meet applicable safety requirements and where the design of the passenger ship or port infrastructure and equipment makes the safe embarkation, disembarkation or carriage of disabled persons impossible. In the case of such a refusal, carriers, travel agents and tour operators must make all reasonable efforts to find an alternative means of transport for the person concerned.
Rights in the event of interrupted travel
In the event of a cancellation or a delayed departure of a passenger service, passengers must be informed by the carrier of the situation as soon as possible and no later than 30 minutes after the scheduled time of departure. In this case, carriers must also inform passengers of the estimated departure time and estimated arrival time as soon as such information is available. Where the departure is cancelled or delayed for more than 90 minutes, passengers must be offered free of charge snacks, meals or refreshments in reasonable relation to the waiting time. Where an overnight stay is necessary, the carrier must offer, where possible, free of charge accommodation for the passengers. The carrier may limit the total cost of accommodation to EUR 80 per night per passenger, for a maximum of three nights.
When a departure is cancelled or delayed for more than 90 minutes, passengers must immediately be offered the choice between re-routing to the final destination at the earliest opportunity and at no additional cost or reimbursement of the ticket price and, where appropriate, a return service free of charge to the first point of departure.
Passengers may also request compensation, in addition to the transport, from the carrier in the event of a delay in arrival at the final destination. The minimum level of compensation is 25 %of the ticket price for a delay of at least:
If the delay exceeds double the time set out above, the compensation will increase to 50 % of the ticket price. The compensation will be paid, either in vouchers or in money at the request of the passenger, within 1 month of the request for compensation. This compensation must not be reduced by financial transaction costs such as fees, telephone costs or stamps.
Carriers are not required to provide passengers with an overnight stay and compensation where the cancellation or delay is caused by weather conditions endangering the safe operation of the ship.
Carriers and terminal operators must establish or have in place an accessible complaint-handling mechanism for the rights and obligations provided for in this regulation. A passenger must submit a complaint within 2 months from the date on which the transport service was undertaken or when the service should have been undertaken. Within 1 month of receiving the complaint, the carrier or terminal operator must notify the passenger that the complaint has been substantiated, rejected or is still being considered. The final response must be provided within 2 months of the receipt of the complaint.
Each EU country must establish an independent national body with the mandate to enforce the regulation and to impose penalties where appropriate.
This regulation is applicable from 18 December 2012.

Unaccompanied minors:
An unaccompanied minor is someone aged between 14 and 18 who travels alone. To travel they require the authorisation of their father, mother or legal guardian. Except on the Canaries > Huelva lines , Motril > Nador and Alhoceima lines, where they cannot travel unaccompanied.

Minors aged between 5 and 14 must always travel accompanied by an adult aged over 18. They must also have the documentation stated previously, a copy of the DNI (Spanish ID card) to accompany the ticket as well as the authorisation of their father, mother or legal guardian whenever they travel with anyone else other than the latter.

If you wish to purchase the minor's ticket on the web site, you can do it with a new ticket without the residence discount.
If travelling with minors, you must also present the Spanish family record book that proves you are the guardian. The Spanish family record book does not prove residence in the Canary Islands.
Pregnant women are able to travel on all ships, provided that they are not more than 36 weeks pregnant. They must also always present a medical certificate authorising them to travel.
In accordance with the Decree Law 1621/2005 of 30 December, which approves the regulations of the law 40/2003 of 18 November on the Protection of Large Families:

The inspection and control procedure to comply with said benefits will be carried following the terms established in Chapter III – Article 10 – Section 3 of the RD 1316/2001 of 30 November, which regulates the discounts on regular maritime transport fares for residents in the Canary Islands.
Regarding the previous requirement and the issue of the ticket, which appears in Section 3 of the Article 10 of the RD 1316/2001 of 30 November, in order to enjoy large families discount, the employee of the shipping company or agency must collect the official large family certificate or document that proves that condition and category.
* The company will ask the interested parties for a copy of said document, in order to enjoy the discount.

What constitutes a CARGO vehicle?
A passenger vehicle (of the aforementioned types) is classified as a cargo vehicle when travelling without a driver.
This includes all types of heavy vehicles such as vans, trucks and any vehicles larger than these, which are carrying goods.
Private vehicles used for moving house, even if carrying furniture and other personal belongings, will be classified as passenger vehicles, when accompanied by a driver. If such vehicles are not accompanied by a driver, they will be classified as cargo vehicles.
Any vehicle that cannot be loaded/ unloaded without assistance (broken-down vehicles) will also be classified as a cargo vehicle.

In any case, and depending on the route you take, you must comply with current regulations on animal transport in the origin and destination country. As the passenger you are responsible for complying with these regulations.

The latest time for issuing tickets is 15 MINUTES prior to departure. After this deadline the shipping company shall not be liable for passengers and/or vehicles not being allowed on board.
